The pirates only started claiming Venal was a great region when they realised they couldn't go to Stain without being owned.

People who enter Stain without permission aren't killed at random.
They're killed knowingly and for a purpose.
Rules of engagement are known by all those guarding Stain and they are adhered to at all times.
Venal Alliance do it the same way but Stain Alliance are the good guys :)

Entering Stain without prior permission is provocation.
Ask RUS - they were given ample opportunity to leave when they broke the agreement.
Unfortunately for them, they fired first on one of our ships and are now paying the consequences.
